The Former President's Progressive Alarm Overlooks The Continent's True Danger: Technological Stagnation.

The recent US national security strategy offers a misguided assessment of the European Union. The document asserts that open-border policies and so-called "woke" policies pose an existential risk to the continent's identity. However, this perspective is based on a serious misinterpretation of the reality. The actual danger facing Europe is not cultural but economic and technological lag.

The Stark Economic Gap Separating the US and Europe

The data reveal a sobering picture. Between 2008 and 2023, American economic output grew by 87%, while a mere 13.5% growth for the EU. During this period, EU GDP per capita fell from over three-quarters to just 50% of the US level. Strikingly, even the poorest US state now boasts a higher per capita income than major European economies like Italy and France.

Currently, roughly half of the world’s top fifty tech companies are US-based, while only four are European.

The Innovation Deficit: A Critical Problem

This widening economic gap is driven by stronger productivity growth in the US, fueled by technological innovation and better use of resources. The landscape of world technology leadership is overwhelmingly US-centric. In the last fifty years, hundreds of American startups have grown into enterprises valued at more than $10bn, versus just 14 in the European continent.

This disparity raises a vital issue: As the competition for future industries like AI, semiconductors, and fusion energy, what is Europe positioned? Experts widely concede it is essentially a two-horse race involving the United States and China, with Europe entering at a clear handicap.

Root Causes of the Continent's Innovation Gap

Several key reasons account for this innovation chasm.

  • Venture Capital: The United States has a much more robust and more dynamic network for funding startups. Europe has yet to establish a true capital markets union, which limits the scale of new firms.
  • Bureaucratic Hurdles: Excessive and fragmented regulation hamper European business. A American entrepreneur can introduce a service under a single regulatory framework to access a market of hundreds of millions. The European Union, despite a bigger population size, is divided among twenty-seven separate systems, creating huge market obstacles.
  • Cultural Attitudes: Views on risk-taking vary greatly. In some EU nations, a startup's collapse was once met with stigma, whereas in the US, it is often considered a valuable lesson.
  • Defense Spending: The US benefits from a deeply integrated innovation pipeline linking defense and academia. Europe's chronic underinvestment in military capabilities has weakened its capacity for breakthrough innovation.

A Path Forward: Grounds for Hopefulness

Despite these challenges, there are reasons for optimism. European leaders are growing more conscious of the existential challenge and have begun to propose serious reform. Notable analyses on EU competitiveness and the internal market highlight the need for major reforms.

Given appropriate policies and regulatory reforms, these assets could support far greater degrees of business-led breakthroughs.

The continent still possesses significant strengths: skilled workforce, top-tier education systems, and premier research institutions. Alongside a large internal market and substantial household savings, these elements have the potential to trigger a new wave of investment and entrepreneurship.

Importantly, even if Europe does not take the lead in developing next-generation tech, it can still dramatically increase productivity by implementing and tailoring advancements from elsewhere.

A Critical Juncture

The European Union now faces a critical moment. As the saying goes, economic erosion often happens "gradually and then suddenly". So far, the continent's slide in innovation has been gradual. But, if it fails to take bold steps to address its deep-seated problems, today's gradual weakening could turn into a sudden and irreversible loss of world influence.
